Zilean Q-W-Q spell interaction

Ever since the 5.13 patch came out, it seems more difficult to combo Q-W-Q in rapid succession due to this new mechanic. And the problem seems to be with latency. Before I could Q-W and it would immediately reset Q. However, now when I hit Q and hit W, sometimes it won't register the W and Q remains on cooldown. Any other Zilean players having this issue?

> Rewind can no longer be cast when both Zilean's Q - Time Bomb and E - Time Warp are off cooldown.
