So, does this mean the new accounts created after 6.5 or all accounts currently level 29 and below?

People currently leveling up benefit from it also. They'll be further along today than they were yesterday.

Oh cool! So my other account is level 15, So going from 15-30 will require less experience?

Yes, and the change is retroactive so you'll already be past level 15 experience (will need to play a game to level up though).

unfortunately it seems that it's only partially retroactive

i was lvl 21 when the thing went live, and according to old ways 21 was 50% of the total exp required. Theoretically each game should level me up until i get to 30, but that's not the case.
