Why Did Mid Lane Varus Get Punished For Bot Varus Being OP?

Dear Riot Balance Team,

Mid Varus used to be my absolute favorite thing to play in League, but the Q changes (20 sec cooldown, etc) have made the build completely inert, even though it was pretty fairy balanced before.

Will the Balance Team ever find a way to make Varus poke builds a thing again, while keeping adc Varus in line? It's really frustrating for one playstyle to be punished because of a knee-jerk reaction to an unfortunate balance move that broke a different playstyle of the same champion.

Mid Varus played like a poke mage, but dealt physical damage instead of magic
