Riot doesn't know how to balance their champions

Honestly with the release of kindred, I honestly believe Riot doesn't know what they're doing anymore. Either things are ridiculously broken or insanely underpowered. Playing with and against the exact same champions isn't fun or playing with a champion or an item that is broken makes me want to quit the game. A lot of my peers agree with me on this and I truly believe if riot doesn't get their shit together, they're gonna lose a huge portion of their player base. Devourer is insanely broken yet it is still destroying solo queue without being touched. Kindred, who was on the PBE for several weeks, is still released broken beyond belief. Quite frankly her ult is literally the most retarded thing riot has ever done. Bards ult was dumb enough and then they came out with this retarded bull shit known as "Lamb's Respite". Can't we just have new champions that don't make everyone want to play draft until the retarded piece of shit is nerfed to the ground? Is it so much to ask to have a champion, who was on the PBE for weeks, to not be released as a broken piece of shit?
