Smurf Players Ruining League of Legends?

Hey guys, Cxbar here. I'm wondering what everyone's thoughts are about smurf players on League, especially in PvP. I personally find it very annoying to go into a PvP matches thinking that you're going up against level 10's when in reality you're going up against level 30 ranked players.
