hell no, she is pretty good right now, a literally good counter to tanks, because if she was the old fiora, current tank meta would f*ck her

That's not a healthy design idea at all.

Honestly the only thing interesting about her ult ult was the animation. It reminds me of a lot of flash fights in anime where the fighters appear and reappear in different parts of the room to showcase how fast they are moving. Gameplay wise this isn't interesting as there is no actual mechanic involved when it looks like there should be.
