Making a New/Reworked Champion Unavailable in Ranked after Release

Recently after a new champion got released some people complain about people using the new champion right after the release, so then shouldn't making the new/reworked champ unavailable for ranked games sometime after the patch the best solution for this?. Since PBE players have experience on playing the new/reworked champ. This will also help the players on the live-server play Ranked games without having some PBE players dominating the game since they don't have the experience on fighting that champ
