Ashe Passive and Runic Blessing

OK, these are just beginning thoughts, feel free to comment on changes you think would be a good idea.

First: Ashe's passive. Apart from the first auto attack in lane, this really is kinda pointless. An ADC rewarded not to attack? Doesn't really make sense to me. So here is my idea: When Ashe attacks any target that is slowed, it adds 10 or 15 charges. At 100 charges, she gains X bonus movement speed. After not attacking a slowed target for X seconds, her charges drop 20 or 25 per second (losing her MS buff as soon as it drops below 100). I think this will bring Ashe some more mobility, possibly making her used a bit more, while not giving her ridiculous mobility.cough Kalista cough cough It will also promote a far more aggressive game-play in order for Ashe players keep their MS buff.

Runic Blessing: So, I thought about this one for a while. And here is what I came up with. Gives 25 HP shield + X HP per level. Shield refreshes after returning to base or by not taking damage from monsters or champions for 90 seconds. Minions do not refresh recharge timer and damage ignores shield.

Anyways, that is all I have to say. What do you guy think? I'm open to constructive criticism. :) Just please state why you don't like the idea. Also, I'm not an Ashe player, so I'm not saying this just cause I want her buffed for my own purposes. ;)
