something is wrong with my game

every game i play... my champion does 50% less dmg and runs slower then minions....

vaynes ult dosnt use her night hunter (+90MS) vaynes silver bolt dosnt proc the %dmg everything is just bad...

its like the entire enemy team is hacking.
