why doest riot buff shen

why haven't they tried to do something with shen back in patch 9.1 they said they were gonna try something but all they did was reduce sunfire cost and said they will look into doing something with him in 9.2 then they said in 9.3 they will look into shen and again did nothing like shen barely got a good change from the sunfire cost when other tanks are able to get sunfire faster and use it more effectively and not to mention how sunfire is pretty much not very good item on shen the passive requires you to be near champs and minions and shen isn't good at staying near champions with his only form of getting close to a target is a slow short range dash thats barely able to a hit range champs since it has a range of 600 and most range can just walk away because of how slow enough his e is shen can only effectively hit his e with his q slow but you need to reposition it literally behind your opponent in order hit and theres no way you can put behind most champs you literally cant put your q behind most champs since your always pushed or cant get it behind in the right spot since your pushed and also

why does riot care so much about competitive shen when there are so many other champs causing problems in competitive like they nerfed shens q wave clear so he cant farm minions under tower they nerfed tiamat and now shen cant compete against most champs that have some kind of way to push the wave because those q wave clear nerfs and tiamat nerf you end up losing so much farm you have to go either sunfire first or go for tiamat components

so my question is this why doest riot just buff shens wave clear like you cant fight most opponents effectively do to the fact you been under gold most of the early game
