Should I give a behind laner buffs?

There was a Zoe who gave first blood walking into a blitz hook then died once or twice to Veigar and Yi in lane (veigar picking up both the kills) then she insisted that I give her blue buff which I said along the lines of "No, I don't know if I can trust you not to give it away," was this the right call and if no what would be the best thing to do as Vi?

That's a pretty subjective problem. In my opinion keeping the peace is more important than a blue buff, so I'd probably give it to Zoe and say something like "Try not to give it away, please". If she doesn't die, great! If she dies but realizes that it's probably better if she doesn't have a blue buff, lesson learned. If she dies and still wants the next buff, I'd probably ask her something like "Do you trust yourself with a blue buff?", making her reflect on it.

Of course there will be players who refuse to learn and just keep dying with buff and it's probably the best strategic choice to not give them any more buffs for the time being, but even then I think it's better to prevent creating a negative atmosphere between you.

it depends why they are losing. if they need to it play safe and farm because they are in an unfavorable matchup... yes

if their losing lane because they keep dying like an idiot for no reason...
