He doesn't even need to land 3 abilities. All you need to do is get damage ticks from his q. Impossible to lane against if you are melee. Late game he just stands there doing the normal massive damage plus a free thunderlords proc without needing to land a basic attack or an e.

DeathBurst1 votesLate game, he would be far, far better off with DeathFire Touch. Thunderlord has a 20 seconds cooldown, so he can proc it only once per teamfight, on one person, and it will probably be the tank in the frontline. Meanwhile, DFT would deal more damage (since it scales better with AP) to everyone.
But yes, you're right, TLD is very oppressive during the laning phase.
