A small change to "Fill except X" that will make it viable again

Currently, Riot decided against the "Fill except X" because everyone was using it to avoid support, which made queue times very long even with autofill. To prevent this problem, the "Fill except X" option should exclude the possibility of not being filled into support. This means that you can queue as your two roles, then have "Fill except X" set to Top, Jungle, Mid, or ADC, but NOT support to prevent people from avoiding playing support.
