I noticed the latest nerf to Morgana's W Spellthief proc (right now this post is referring to patch 7.10), but Brand's passive still procs Spellthief. Teemo's poison passive E doesn't even proc Spellthief. Just saying, if you nerf Morgana's W proc, then Brand's passive burn needs to be nerfed as well. Right now, he is dominating bot lane as a support, simply b/c he will always outfarm the other support from the proc.

Morgana's W isn't limited to a single proc, rather players very rarely stand in it for more than the Spellthief cooldown of 1.25s unless they were hit with a bind.
Brand only gets to to go around this cooldown because his spells + passive gives him 2 stacks instantly and his passive happens to last long enough to get a second proc.
