Tahm Kench passive feels lacking or its just me?

Hi guys, I have been playing Tahm for a few time now and i really like the champ but i feel the passive needs to have an effect on its own or some passive reward, because compared to other passive debuff applying skills (like Darius, Twitch, Vel'koz, Braum...) doesnt feel as much rewarding, as it is now to me It looks more like a passive effect of his "Q" (something like Varus W), ¿what do you guys think?

P.D.: In my case I would give him a little movespeed boost when walking toward a 1 stack champion and somme CC reduction when near a 2 stack champion, to represent a growing hunger.

P.D.2: Thinking about it, he is the River king but he doesnt interact with the river zone XD.

Good thing he has two more Passives.

I didnt mean he is underpowered or something (wich i dont think) for example if you switch his passive effect from E, for the stacks it would be a more solid passive skill since it would work more on its own.

The problem would be that it would reward you for using your q or w to start the stacking. Right now you have to choose whether or not you are going your abilities to poke or to start the fight, or whether you are going to hold off and use them in the fight and have them do more

I just feel like you get two stacks and then they are able to get away easily. Late game he can be tanky, but I never feel like a super tank.
