Riot should buff the weak ADC's instead of nerfing the strong ones

Since the marksman update, ADC's have felt a lot stronger all around, which I think was a good thing. I think they needed a bit more power shifted in their direction, which riot definitely did a good job of. However, when champions get strong (I.E. lucian, ezreal, graves, and corki currently) riot's usual solution is to simply nerf the strong champions.

I like the marksmen being powerful, but it seems like we see the same five marksmen every game (Kalista, lucian, ezreal, graves and corki). I think it would be pretty cool to have all the marksmen be viable and not simply be crushed by the powerhouse marksmen. Granted, I do think that some of the strong ones may need to be nerfed slightly, but I think most of them are in a good spot. Instead, I'm proposing that the weaker marksmen (varus, vayne, cait, etc) maybe get slight buffs, so they can keep up a little.

Feel free to take my opinion with a grain of salt since I'm bronze, but I'm definitely not trying to be bias towards my champions or elo. Please correct any of my statements if they are incorrect.
