Honor capsules

I have been honour level 5 for a while now and i'm 99% sure i got it as soon as it came out and didn't see anyone else with it for at least a week, id say it has been a month or so, yet i haven't had an honour capsule since before then, my last one that i remember would of been about 2 months ago, i have a ton of chests and don't know what to do because i have no idea how long it will be until I get an honour capsule. If anyone has any idea of how the drop rate works please let me know.
