Trouble with third hop

I need to make sure this is a problem before I upset the spectrum people even more. Im sure it is because the bouncing is just too abnormal and playing has sucked on this computer for over a month and a half now. it goes from 20-40s then to 170-300s and that process repeats. Im using a av2 2000 powerline for ethernet, tried changing the cables of that. Changed my modem, and one of those made my 1st hop have decent packet loss but seem to go away.
