Add locked mastery to ranked

Now that Riot has added a locked feature to mastery so that players can no longer see the mastery below level four they should make it so someone cannot play a champion that is locked in ranked before they "unlock" that champion. Similar to how someone cannot play a free to play champion that they do not own in ranked they should be disabled from playing a locked mastery champion in ranked. It may be deemed that mastery level four is too high of a level for locking champions, however this can be easily balanced. This change should also help to slow down "smurfs" from entering low elo play so easily and might even slow down the purchasing of botted accounts. This will also make it so players do not join a competitive game mode on a champion that they do not even know the abilities for. With op.gg being a thing the locked mastery doesn't really hide too much as anyone is quickly able to look up their games on a given champion anyway, so I don't feel that it is contributing to much in it's current state. Please share feedback on this suggested change.

Edit: Another thing that I want to add is that this will give some padding to the riot balance team. Champions will likely be easier to balance as numbers will no longer be skewed by players that have never played the champion, causing the champion to be quickly buffed then quickly nerfed again as we see with so many new champions. This may also decrease the rate at which new champions are "perma-banned" in solo queue for a time after their release as you often hear the players don't want this champion on their team or to play against the new champion.
