Matchmaking

Does Matchmaking work the same way in Normals as it does in ranked? I'm really tired of playin aganist Plat players as a bronze scrub. People say rank doesn't matter.. well mechanics do. I feel like a plat player is gonna be more mechanically sound than I am. I'm not the worst bronze scrub. I'm actually 2 wins away from silver. However, I don't want to play against people who are gonna shit on me over and over. There is a difference in being Plat and 2 games from making silver. Its ruining the game for me.
