Discussion of this subject would be better suited for one of our other boards. (Such as General Discussion or Miscellaneous.) However since I happen to know the answer to this one I'll help you out here before sealing this up.
Riot's official stance on Custom Skins has always been 'don't do it'. Simply because the modifications that happen in order to make custom skins visible can and do trip the security measures in place they use to detect Botting, Scripting, and other illegal 3rd party tools. So utilizing custom skins is very much a 'at your own risk' action which really isn't worth it at the end of the day.
So if you're worried about bans, play it safe and avoid them. ^_^
