Is Ekko OP?

With his full damage rotation at lvl 18 he has 1210(+521%) magic damage(not counting W passive). It's not instant burst since his W and Q have delay and he need to have been near his target 4 second earlier for full damage. And everything except E is AoE. That looks huge on a champion with tons of cc and mobility.

Regardless of him being op I want to play him. I was thinking about support at first but now I want to jungle with him. He has sick some sick play potential. I was hoping his after image would grant vision but it doesn't.
