Champion select upgrade

Hello guys and girls,today I want to propose an idea I sent riot yesterday,it's an upgrade to champion select.What I was thinking is how can riot tell trolls apart easier so I came up with this.First when you get into champion select you get 20 seconds(more or less I don't know) to discuss which lanes you want to play and what you're best at.After these 20 seconds you go to locking your lanes,by that I mean a new thing in champ select.First pick locks his lane,then second pick locks his and so on.Each has 5-10 seconds to lock their roles,and they MUST pick their locked roles,otherwise they are considered trolls and they would get punished by riot.After locking lanes comes banning champs and picking.It would take longer,but it would stop those troll picks and people would behave better in my opinion.Hope you read this and thanks for taking your time if you did,let's talk about why would this be good/bad.
