Pantheon Tanking Drakes With Passive

This is just an in-game question. I was wondering why Pantheon's passive blocks basic attacks from all large monsters, champions and towers but not drake? It makes it a lot harder for Pantheon players to solo drake at an early level compared to other junglers. For an example, Lee Sin can solo at level 3 where as Pantheon can only solo at level 4 for Mountain Drake, if it's any other drake, he can only solo it at level 5.

Every other jungler has some way of negating drake's damage or regenerating from it. Such as Lee Sin's 'w', Wukong's'w', Graves'e', Zac'spassive etc etc.

I believe this would be a good idea for us; pantheon mains in the jungle and it'll help us to gain objectives.

Last... year? I think? Maybe two years ago? His shield did work this way, but what was happening was that Pantheons could sneak dragon quite effectively at lvl 2 very healthily, and there was little you could do to stop him that wasn't extremely risky.

Beginning of Season 5 they changed it so Dragon attacks couldn't be dodged or blocked.

Because when Pantheon came out, his passive blocked dragon's attacks. It was deemed broken so the dragon's attacks were changed to spells so that he couldn't block them.

Oh really? Damn that sucks for me but I suppose that makes sense... I just wished that Pantheon had some viable way of taking drake as early as every other jungler could :/
