How to check if you counter nunu:

1: Do you have a blink/dash? If yes you counter nunu. 2: Do you have a root/stun/taunt/charm/knock/fear? If yes you counter nunu. 3: Can you block projectiles? If yes you counter nunu. 4: Do you have a slow and a speed boost? If yes you counter nunu. 5: Do you have a slow? If yes you probably counter nunu.

Nunu is far from op, if you're having trouble against him and could answer yes to any of the above then he either likely got ahead from feeders, or you fought him while he had backup. He's either a a slow burn ap off tank or squishy nuker so either cc and slowly melt him or just burst him respectively, nunu is one of the few champions that can actually still be kited.
