Katarina has no mana issues and low cooldowns, which means she can poke continuously with daggers from safety. She also gets her ability cooldown reset after a kill or assist, which is kind of useless passive in a solo lane, but much more meaningful in a duo lane. Since she doesn't need mana regeneration and cooldown reduction, she can spare money to buy aura/survivability/damage instead.

The Mormonator3 votesLack of Crowd Control. She can do nothing for her adc if they ever get ganked. Enemy supports usually have crowd control and can easily stop her ultimate She's Melee and will open for easy harass from a duo ranged bot lane.
Fiachna3 votesKatarina is probably the least viable champion to play as a support. Doing so would be like using a sports car to tow a boat to the lake. She has no CC, brings no utility, can't help sustain a teammate, or herself.
She is designed for a single purpose; to clean up in team fights. That's why she has the resetting passive you claim is useless. Katarina does damage, she makes the other team see black and white screens, she makes the other team rage about how faceroll she is, she makes your team rage about just staying on the edges of a fight and then only jumping in at the end (if they are among the uneducated who don't understand the assassin/clean up role) she is the very definition of an opportune predator.
