@riot - TT specific changes to JG item starting costs please

Dear Riot,

When you adjusted the starting cost of tier 2 jg item combinations it really messed up first clear on TT. It was perfect when you could start tier 2 + pots for anyone in the jg, really opened up champ diversity and options.

Also, please address the glitch where some jungles get 2 smites and some get 1 for first clear. That is quite obnoxious, it feels random?
