Guys can we not spectate random games like before? I just noticed it's been removed and i've been trying to get better by watching some high elo plays. Thank you for your response.

I think you have to run it from the directory League is in (C:/Riot Games/something), but the list of games comes directly from Riot's API.

Nope. Was removed a bit ago, which sucks. I used to do the same. You can always watch streams or hop on youtube for help tho.
