Tryndamere having to much base health?

So i was playing a game as gnar against a tryndamere and i noticed that at level 9 he had more health than me without building and tank items. I had a bami's cinder. He had 450 more health than me. I think it gives tryndamere way to strong of a laning phase because he can tank more damage without building tank items and still duel the opponent better who has some health items.
