Tribunal and punishment system and what could fix it!

So as everyone in the community i'm sure is aware, the tribunal system is for reporting players with bad behavior and what not and exacting punishment to those who deserve it. The issue with the system is that even if you have a good game and are friendly, you'll always get that one person who will report you anyway and make up a bunch of stuff saying you were racist, abusive, feeding, blah blah blah. The problem is this still goes to the tribunal and you could still get banned. For nothing. For being friendly and having fun. Now true they could read the chat and realize that this person made it all up, But who honestly reads the entire chat log of a 55 min game? My simple idea for solving this problem is the honor system. We get points and banners for being friendly and for teamwork but shouldn't that count towards whether or no you get punished? I mean couldn't the system look at the games you've played that week and said "Hey, this guy has been reported a couple times this week. but he's also been given the friendly honor and teamwork honor 10 times as much. So he's probably not bad. these are most likely just grudge reports that some poor sportsman put in." Because lets face it, as soon as you tell someone they're reported for their bad behavior, even if its true and they deserve it, they'll say "yeah? well i'm reporting you too for being a noob and a failure! Uninstall GG!". We've all seen those guys. Hell we might have been those guys till we got suspended and learned the error of our ways. I just think this idea would make it so people are punished less just for some random jerk who has a hate-on for you and more because they actually deserve it. Like a game percentage. If you've play 30 games this week and 5% of those games you got reported, no biggie. if you played 30 games and 55% of those game you were reported, then there may be an underlying issue (if you can't spot the crazy person on the bus!). What do you guys think?
