How does riot justify reworked fiora?

I've been playing casually since season 3 and I've played my fair share of Fiora (pre and post-rework). From what I remember though old Fiora wasn't even remotely close to as ridiculous as the new one is. Yeah her lifesteal was a bit stupid and her giant alpha strike of an ult was pretty large too, but holy hell I would rather play against two pre-rework Fioras at once than have to lane against one reworked Fiora. It basically ruined worlds when it came out and they still didn't really do anything to it for a long ass time and even now she just dominates everything (low elo ofc). Even champions that supposedly counter her really don't stand any chance once mid/late game rolls around. Her dash barely has a cooldown, her parry is cancer to play against, her ult is just broken as shit, and her passive is completely unnecessary. She doesn't need to even hit vital signs or prioritize them (she does plenty of damage and can usually kill the person she ults faster than she could hit all 4 anyways unless it's another bruiser or a tank). If Riot's goal was to make her less broken they failed that shit pretty miserably.
