Add a report function in champ select and allow queue dodging

okay so i know im not the only one that is sick and tired of players that are toxic before the game even starts. just 5 minutes ago i had a guy come in ranked saying "im going to do what i want where i want" i thought he was kidding. he then starts calling me a bitch boy because i asked him to please not do that kind of stuff. he just goes on and on about how he will get banned but will just make a new account. picks ashe and goes mid lane. i dodge because who wouldnt at that point. and im the one that is going to get actions taken towards me because i dont want to suffer. i want to raise my rank not have to deal with these kinds of people. at least give us a report function right. i dont want to have to stress myself out all game because of this guy.
