Everything in the game is too instant.
Think about it, people talk about how snowbally the game is, but why is that? It is probably because everything meta has an effect that can be felt instantly. CoC, shield comes out as soon as you apply cc, which is typically when you go in. Duskblade, instantly procs for 200-250 true damage. Abilities have to have instant gratification so they feel "impactful". etc.
When everything comes out quickly like that, then of course the people that get ahead can snowball, because that means if you run into them hiding in a bush or something, you die instantly.
Now i'm not saying that nothing should be instant, but not everything. Some things need to be slower but can impact heavily when given the time to do just that. That is the whole concept of what adc's are supposed to be but we all see how that is working out right now.
Things are balanced around instant periods of power instead of slower and more impactful periods of power. Is it any wonder that the person that gets ahead snowballs like crazy? If they can 100-0 you for trying to get one minion, then is it any wonder? If they can stop your ability to farm, and ward, and take objectives because they kill you too quickly if they ever get near you, is it any wonder that things snowball out of control?
