So I see Yasuo is getting a buff
But can we just allow him to hold onto his empowered Q for his long as he wants? I 
mean there couldn't be any balancing issues with that right??

Annie doesn't have an AoE Knockup ultimate, insane DPS, extremely good mobility near minions, or have access to 2.4x AD autoattacks as her main source of damage.
If Annie holds onto a stun, SHE CANNOT FARM, PUSH, OR USE QWR AT ALL. She loses her entire damage to hold onto a stun. If Yasuo holds onto a knockup, he can farm, push, and have a guaranteed knockup for his ult (EQ) all the time.
Annie has no innate mobility. She actually needs the AoE threat of a guaranteed stun to survive.
While I'm not claiming that her stun is perfectly balanced, it has a rational design purpose. When it is changed, it will be because they exchange the threat of the guaranteed stun with either increased range, mobility or defense. Pick your poison.
