Hes meme'in you all and your not seeing it. His point is that the changes he is proposing are totally pointless and to small to matter. Much like everything the live balance team does.

item 3050 applies to abilities, not just basic attacks (with effectiveness reduction for aoe attacks, of course). Frostfire Covenant is weaker, but applies to your buddy.
