I think he's talking about like a sandbox mode which I'm on the fence about currently because, it would be nice to have 0 CD abilities or spawn in a billion minions to practice CS'ing, it would probably encourage more hardcore play as your team will expect you to have close to 200 cs by 20 minutes, combo everything perfectly, put your spellshield up at the right time, etc. which really wouldn't do well for casual players who just want to go in, beat the snot out of the other team and have fun. Look at how ranked is compared to team builder, compare both to blind pick, heck, even compare ranked to draft pick, you'll notice completely different communities in each of them.

No one has ever requested that in the history of dota!

You mean that thing that Riot shot down like... a month ago?

It's not going to happen bro, for good reasons- namely those lined out in Jetrim's post in this thread. It'd lead to more stress (I need to practice before playing!), 'dead' or unfun time (see last reason), and most likely more flaming ("WHY U NO PRACTICE SCRUB REPORT"). Just a bad thing for the game overall.

The best way to practice is to go into a custom with a friend or 5 to practice the things you want to practice- works best when you're practicing several things (since practicing flashing is boring and takes ages without 10 second cd's.) like practicing flashing, jungle pathing, and early ganks after pathing. Play a fun thing after/during practice to make it more entertaining and thus more effective (like playing on voice chat and doing ultimate bravery.), as if you're having fun you'll do better in practice, and perfect practice makes perfect.
