Is Tahm slow?

I've recently been playing Tahm Kench (well done Rito! Really well balanced champ!) however I've noticed that when ever I'm trying to catch people they seem to be out running me, even when I take swift boots. Is Tahm a little slow or am I just bad? (And yes my toungue lash does slow them down but I still can't catch them!)
