3 epic shards = better skins?

I have 2 epic skin shards and was wondering, when rerolling is the rarity of skin shards is relevant? If I had 2 epic shards and a normal one, do I get a better skin than 3 normal rarity shards? Or do I need 3 epic shards?

Everything is completely random. If there is a high tier skin you don't want, it's better to disenchant it to get the essence
