recently after a 5 game

winning streak i lost 29lp and i just lost 21 lp also for every win i get i only gain 13-14 lp anyon know why this happens

Your mmr is lower then the division you're in so your gains are smaller then your losses.

u deserve to be in a higher rank, by rito doesnt want u promoted. so they are gonna force to carry a team of 4other people who are all worst than u for several games until ur MMR drops to their level or u carry enough games to get promoted in which case youll be up against even harder opponents.
