Runes only?
So with the new runes coming out, a lot of them look like things in the mastery trees so is riot going to get rid of mastery’s or am I going to be able to run essentially double thunder lords?

Runes reforged are runes+masteries.
They're really S8 masteries, but Riot is calling them runes so they can pretend they reworked, rather than removed, runes.
There are plenty of options that give flat stats like runes, and there are plenty of options that give things like the current masteries.
You can mix then how ever you'd like after picking a keystone
