Why that Teemo E ability doesn't proce Items Passive like Rylai or Liandry

Hi

I'm just wondering why the E ability of Teemo doesn't proc items's passives like Rylai and Liandry? The item description says spell damage.

For example, Brand 's passive apply liandry and rylai. I though that Teemo E should too. but it doesn't. Is it a bug or do I miss a point?

Thank you for your help

because its an auto attack modifier, not a usable spell.

off the Teemo wiki Toxic Shot adds an on-hit effect to Teemo's basic attacks. Does not apply spell effects. Magic damage will be mitigated by magic shields.

and for comparison purposes only Chogath Vorpal Spikes adds an on-attack effect that causes Cho'Gath's attacks to launch a linear, pass-through skill shot in his target's direction. Applies spell effects as an area of effect ability. Spell vamp is reduced to one-third effectiveness. Rylai's Crystal Scepter will apply a 40% Slow icon slow for 1 second. Magic damage will be mitigated by magic shields. Spell shields will not block the ability. (such as banshees veil)

TLDR on chogath, his spikes can miss his target if they aren't the focus of the auto attack

somehow jax auto attack modifiers in his ult passive and W proc it.

this argument is bullshit. there are plenty of auto attack modifiers that proc it. including chogath E.

to answer the OP.

simply according to all evidence we have its "just because" kind of thing.

He doesn't pay anything for it. It would likely have to be changed into an active that lasts a duration. Otherwise Rylai's is a literal permaslow for zero cost.

Is intended... so teemo can't not keep you permaslowed since in the early days Teemo with a item 3022 was practically unberable. I'm not sure about the lyandris thou, maybe the code was easier that way

because Azir decreed it to be so. Only he is allowed to get 40% slow on autoattacks. Yordles are not allowed.

Think about how broken that would be. Would be fun though.

you can buy frozen mallet on gnar and do the same thing why would it be different for teemo?

But gnar doesn't apply the same slow effect for all his abilities, unlike a Teemo with item 3116 . In addition, if Teemo's E were to apply spell effects it would also apply the Deathfire Touch Mastery, item 3151, and item 3285.

what else does he have going for him. hes literally the easiest champion to make useless and the only ones that can win with him are the god teemos that have mained him since before he came out of the depths of hell.

Fizz and Kayle apply Rylias/Liandries on their auto attacks from W / E. I guess small difference there is both those spells have an activate-able component. So they work with "spell effects"

TBH I bet Teemo is like this just specifically so he's less annoying.
