I have seen him every game, every season and getting really tired of him. Are you really leaving him with one small nerf on his ultimate? Literally feels like nothing has changed. Instead of buffing low tier junglers why not fix the broken one that are Kha'Zix, Hecarim, Shaco and Lee Sin of course?
if you can dodge Q his damage is significantly reduced, sounds like 
too bad nidalee doesnt have a mechanic where his Q is almost impossible to miss with R > Q in the direction his enemy is airborne.

so 49.3 - 50.27% would say he is damn near balanced
Lee is strong early , so is strong for quite a few patches because riot decided to make games more snowbally and with games ending by around 35 mins Lee doesn't have to care about having a bad late game
Why on earth would you pick Lee over
