The victorious skin should be rewarded to players who spend a certain amount of time playing the game, rather than based on rank.
Having it rank-based means that there is a real possibility of abuse with 'boosters', and that just ruins the game experience.

Requiemsfire1 votesAs someone who has played a little over 2000 normal games for about a year, I personally don't mind, while I personally would've liked a Victorious Gold season reward for Maokai the truth is if I wanted it bad enough I would've just played ranked regardless of whether my Rank goes down or goes up.
Aquarius1 votesI know people who are extremely toxic, gotten multiple chat bans and 14 day bans, are in bronze 5 and didn't even get any higher all season, got boosted to gold 5 using money, but they played like 2000 hours of League.
If anything, Riot should be raising the Victorious Skin to be Plat and above, Gold was a thing that not many people got back then and it was purely determined by elo which was much harder to achieve(Now Diamond/Plat Elo was Season 1 Gold Elo).

Sukishoo2 votesIf they were boosted in the terms of having someone else play on their account rank for them yes, but a lot of people are looking at Boosting now being people that are carrying others through the use of Dynamic Queue. This process isn't again Riots rules.. so they can't stop all of them unfortunately.

Purely making rewards based on time played would result in people more or less afking or not trying very hard to win to reach whatever time quota, and generally make it a less pleasant experience.
