is using a minor bug bannable?

I know about many bugs which were pretty game braking before they got fixed, I know those are bannable. But what about the new rakan bug? Is it bannable? It's not really game braking, although it is pretty big. And what about smaller bugs that effect just one thing between 2 champions. Like the fizz e bug against zed ult where you can just stop it. Is it bannable? I know cosmetic bugs are not bannable, but is abusing the bugs that are not so big a bannable offense?
