tank Leblanc can reliably one shot any carries and then shred tanks and or anyone around her all while taking no damage, and she doesn't have to hit all of her abilities most of the time she only hits 1 or 2 and still instakill's you this amazes me because she build sunfire cape randuins omen and thornmail and that's all she was able to build before endgame because she had crapped on us so bad i wasn't able to hurt her or do anything without her hitting q and pressing w and if she missed that shed press r and instakill me and then the rest of my team mates

Honestly, everyone's base damage should go down and ratios go up. The tank meta is too strong because of this shit.

Just because you got shafted by a cheese build doesn't mean that build is OP, nor does it mean that the champion should be nerfed based on one instance of a cheese build.

And yeah, it would be a nerf even if you buff the ratios, because as is, Leblanc is an early game powerhouse. Take away those ratios and she loses a pretty huge part of her identity.
