Making some items have adaptive effects or damage. (Hextech Gunblade) (Guinsoo's Rageblade)

I have been playing since Season 1, off and on. I have recently returned to League for season 8 after not playing much during season 7. I have been really thrilled by the concept of "adaptive" damage, and I would love to see this concept improved and expounded upon as I feel like it could solve one of the long-term problems Riot has had since the beginning with balancing certain items, which relegate them to very niche status, and are rarely ever built. There is so much opportunity for this concept to properly balance items while encouraging more variety in play styles on any given champ and even more so on champs rarely played because they are very niche picks.

I would like to propose that items such as Hextech Gunblade and Guinsoo's Rageblade be reworked into adaptive items. Here are what I would envision these changes might look like:

item 3146

item 3144 + item 3145 + 850g = 3400g (same as before)

Adaptive Stats: + 60 AD or +80 AP (based on what you have the most of) Adaptive Stats: + 15% Lifesteal or + 10% AP on hit (based on what you have the most of)

Hexed (Unique Adaptive Active): Hextech Gunblade fires a preliminary targeting skill shot that has a maximum of 800 range, after 0.1 seconds the first champion hit will be shot with Hex Laser (see below) from Hextech Gunblade if that target champion is more 450 range away, and if the target champion is closer than 450 range Hextech Gunblade will instead fire Hex Slash (see below) in the direction of the target hit. Cooldown 60 secs (reduceable by item cooldown reduction)

Hex Laser: 180 + 30% AP or 30% AD adaptive damage. Damage is only dealt to the target hit by Hexed active. If Hex Laser is fired instead of Hex Slash 10 seconds of the cooldown of Hexed is refunded.

Hex Slash: 150 + 20% AP or 20% AD adaptive damage. A slash is fired at the Hexed target which knocks them back for 0.5 seconds.

item 3124

item 1037 + item 1026 + item 1043 + 675g = 3400g

Adaptive Stats: + 60 AD or + 60 AP (based on what you have the most of) Stats: +40% Attack Speed

Guinsoo's Rage (Unique Active): For 6 seconds every other basic attack triggers on-hit effects twice.

There are some other potential candidates for both tank and damage and utility items, I think, that could be considered for an adaptive type rework to make them more accessible and useful to gameplay in a variety of situations rather than their status that they have now. A couple of these might be Wits End, or Ohmwrecker.

item 3091

item 3134 + item 1052 + item 1043 + 75g = 2600g

Adaptive Stats: +40 AD or + 40 AP based on what you have the most of Stats: +25% Attack Speed Witty Response (Adaptive Passive): Bassic Attacks against a champion grant +6 Lethality or +5 Magic Penetration stacks up to 5 times. Stacks fall off at a rate of 1 per second.

item 3056

item 3211 1200g + item 3024 900g + 500g = 2600g

Stats: +25 Armor, + 25 Magic Resist, +10% Cooldown Reduction, +250 Health Bunker (Unique Passive): +150% Health regeneration while near an allied tower. Strategic Advance (Adaptive Active): If used near an enemy tower(s) prevent them from attacking for 4 seconds and recieve a debuff of -100 armor and -100 magic resist, if used near an allied tower grant tower +300 Bonus Armor and +300 Bonus Magic Resist and an on-hit effect burning it's target for 10 true damage per second for 4 seconds Lasts 4 seconds. Cooldown 90 secs.

These are just some ideas for consideration, mainly just putting this forward to get consideration on the idea of adaptive items with adaptive stats, and/or adaptive passives and actives. This would make items more strategic and appeal to a wider range of champions in a larger variety of situations.
