What happened to small changes to Kalista?

I saw that you guys were going to buff Kalista by making her E (rend) refund mana after killing one minion with it, and make it so you can stack spears while the E (rend) is on cooldown. I was excited for this, but then the patch 6.24 came out and there were zero changes to kalista. Rito i need explanation for yanking my chain like you did. Don't perma ban me for that "hehexD"
