What happened to small changes to Kalista?

I saw that you guys were going to buff Kalista Kalista by making her E (rend) refund mana after killing one minion with it, and make it so you can stack spears while the E (rend) is on cooldown. I was excited for this, but then the patch 6.24 came out and there were zero changes to kalista. Rito i need explanation for yanking my chain like you did. Don't perma ban me for that "hehexD" item 3070

They said they pushed all the smaller changes back to 7.1 and 7.2 to deal with issues with the preseason changes
