Not nessasarily. If you get her while she is 7800 she isn't really worth the ban since so few people will own her. Also I don't remember ever seeing a Ivern, Kled, Taliyah, etc. ban before.

CrazyBear19871 votesYou could gamble. save up another 300 ip (shouldn;t be too hard and )buy 3 hextech mysterious champion coins for 1700ip each.
Each coin when forged will have a chance to give you a random champion.
you could get a 6300 shard, I have had 
appear as shards from a 1700ip coin.
disenchant the shards you don't want for 300+ blue essence, you need 600+ blue essence to make a shard permanent.
