Aatrox feedback

After playing most of the last season I come to a point where I think he need some changes to his kit . There is a long time from when I hear of he's a good topper but he's not accepted in the current meta so I suggest to discuss here why. Here is why I think he need : Add on his E a passive that lower the cold down whit 0.5 for every basic and decrease the damage of his R to 350 from 400 to compensate for the buff. So what's your suggestion guys let's bring top!
