Making Taric outrageous again

So, a concept I've been thinking about since his rework launched is his old utility of diminishing enemies' armor through his old W, and too much of his power budget being in his current ult. With this in mind, what if his passive lost a bit of bonus damage in exchange for a small amount of armorshred that scales off his own?

To further upon this idea to make him more of a frontline healer/enchanter rather than a harder-to-kill Soraka, what if his passive acquired different effects based on which ability triggered it? For example, using his W could trigger the aforementioned armor debuff (2-4 seconds) on the target struck, Q could amplify the effect of his next w'd target (short duration, maybe a 2-second window), E could restore mana on the 2 autoattacks(reminiscent of his old passive). If this required a shift in power so he doesn't become overloaded, a longer cooldown on his ult or shortening the duration and channel keeping it only to himself and his target making it more on-the-spot reactionary would of course be acceptable.

Just a few thoughts of a possibility to further define his identity as more of a "battle healer" and give him more depth/skill ceiling.
